These bright lines on the cable are electric conductors. The one you marked seems to be cut.
One could use another cable to bridge the defective spot, but finding the right material will be difficult and soldering at these low dimensions will be nearly impossible for a layman.
The dark shade in your 2nd picture (above right from your mark) looks unhealthy too. It's hard to tell it from the picture but it looks charred.
I think the 70 Euro for a new keyboard would be a good investment. Maybe you can get it cheaper at e-bay. Look for defective Notebooks or separate parts.
Another (unlovely) solution could be the use of an external keyboard via USB.
