Swap FN ant CTRL keys to "desktop" layout

I would like to swap the two left-bottom keys: on ordinary "desktop" keyboards, CTRL is leftmost key. Many laptops have FN key instead - this is really annoying =(

Do you have any information on possible solutions? I mean just changing functionality, not buttons themselves.

In linux the standard solution is to create a custom xmodmap-file.
Something like this doesn't exist is windows but maybe you can use it as a keyword to search for a 3rd-party-tool that can do similar things in windows.
Basically you only need another keyboard layout.
