I've recently bought a USB floppy, as I have a lot of data on them. It picks up OK, but if I safely disconnect, it won't load on plugging in again. Error 38, driver still in memory.(Vista home premium). Only solution is to re-start. I have Linux also on the machine, and I can unmount and remove, and it picks up ok when re-connected. Any suggestions for a solution, please.

Use Linux! :-P

Seriously:
I would recommend to use Linux to copy all the Floppies to your HDD.

If this is no option for you, identify the driver in the task manager and kill it after you unmounted the drive. Maybe this helps.
