Being the modern multitasker I am, I spilled tea on my keyboard. I dried it off, and while it didn't die, it didn't respond to input and seemed to send arbitrary signals to the computer. When I shut it down and re-started it, it stalled before it booted Vista, and I had to resort to un-plugging the battery and then start it over at least two or three times before it finally started Windows.

To remedy this, I bought a USB plug-and-play keyboard (microsoft wired 600). The thing is: the keyboard is German. My computer is not. And now it won't start Windows at all; the computer responds to the keyboard when I press F2 to enter setup, but it makes beeping noices and seems to take input both from the USB keyboard AND from the malfunctioned laptop keyboard. When I manage to get into the Windows setup (which I did completel on accident because I am not at all computer-savvy), it does not seem to recognize the new keyboard, and so starts on the system repair procedure. When it had carried this out, it claimed that all problems were fixed, and that it seemed to be because of a "recently installed driver".

Windows still wot boot, so my question is as follows: can this be because of the foreing keyboard?

No. The only difference between differently localized keyboards are the labels on the keys. Internally both keyboards work the same way, they send the same signals (keycodes). The output of different characters is done by the OS which interprets the keycodes according to the chosen localization.
I guess your internal keyboard is the reason for your problems. Most likely some rest of the tea short-circuits some conductors.

Thank you; I discovered as much when the computer did eventually boot and seemed to work almost like normal, although the old keyboard started acting up after a while (this was remedied simply by leaving the account for the "pick user"-screen and then going directly back). Is there a way to disable the laptop keyboard completely? I halfway suspect that the booting troubles are because the keyboard is sending in some sort of senseless input (not that I know if computers generally respond to any input except for the F2, F12, esc and enter).

You could remove the keyboard completely or at least unplug the bus cable from the main board and reinsert the keyboard into the case. But I'm not sure if the notebook will boot properly if it finds no internal keyboard at all. As far as I know, USB keyboards are detected later.
Another possibility would be to buy a new one and replace your current keyboard.

For what it is worth: I got a tip about disconnecting the keyboard and drowning it in contact spray. Whether that helps remains to be seen (I am waiting for it to dry as I write this), but I can at least verify that the computer runs without problems with only the USB keyboard connected.
