I have the V2030, the fan runs on start-up at the DOS level, but stops as soon as the Windows logo appears and then will not restart. I am using Hard Disk Sentinel and temperatures are reaching 48C. Is there some sub-routine programme that is not working properly as the fan seems to run fine on start-up and then stops. I have followed all threads on this issue, have cleaned the fan successfully (bushes and stators by removing the fan blades) and also cleaned the heatsink of a very small amount of dust/fluff. As the fan runs it seems to be that it is not a mechanical issue,but a software or sensor issue. Thanks.

48°C is still ok for your HDD. Depending on the manufacturer it is designed to run at up to 55 or 60°C.
The fan is controlled via ACPI, which is not available until the OS has been booted. Therefore the fan spins at full speed during the boot process. It is not controlled by the HDD temperature but by the CPU temperature. Most likely it will turn on if the CPU reaches 60°C and will stop if the CPU is down to 50°C again.
If you can confirm this behavior then there's nothing to worry about.
