amilo li 1705 CPU problem

I've just bought an amilo li 1705 with a celeron m. When starting up windows the CPU usage in task manager stays fairly low. However, after using any program the CPU useage stays around 50-70%, even with no process using anywhere near this much. I've tried everything, looking at services, reinstalling windows, updating all the drivers I could find and am considering returning the laptop. The cpu useage not going down makes playing games like PES impossible and watching any kind of video very jerky.

If you could help me at all, I'd be very grateful. If not, I guess my venture into fujitsu siemens laptops is a short one.

Which process has this high cpu usage?

Good evening i have the same problem and the process that uses the most resources is the actual Explorer.exe

I even reinstalled the windows upgraded it and closed inumerous processes.
It simply wont go down, im a litle desperat ...

Help?
